Thing is the 3080 is going to blow it all out the water. You would normally aim for 10% +/- but most systems will be overly CPU bottle necked due to the massive leap in GPU tech with this launch - i`d look at it as future proofing though and accept a 30% cpu bottle neck if the budget dosn't stretch to a Ryzen 9 right now.
