I just got a set of winter tires & wheels from Tire Rack. Price for 4 TPMS sensors was $164 + $32 for 4 "required" valves. Total = $196.
Problem arose in that one tire was unable to maintain pressure and a local installer discovered that neither the O-ring nor the metal washer that seals the valve onto the wheel was installed when the tire was mounted onto the rim which resulted in the air loss. Tire Rack tells me they will reimburse the cost of the job.
