AFAIK, ZTM Tier 2 is related to the car meeting U.S. emissions requirements. It's a standard thing for all U.S. BMW 3 series cars, so not something to be concerned about.
5DN Parking Assistant Plus is the feature that allows the car to park itself without steering input from the driver. See here for more info:

As for Surround View w/ 3D, as far as I can tell from the
ordering guide, that is only part of the Parking Assistance Package, and not included in either Premium or Executive Package. However, 5DN Parking Assistant Plus is
also only included in the Parking Assistance Package.
Unless BMW changed the option/package requirements from the order guide, I would think that if you have 5DN you should also have Surround View...but I could be wrong.
