The explanation I've heard is that projects get an E number long before a final go/no-go. The "holes" in the master list are the projects that got canned sometime during development.
The link I posted was kind of sparse; the list from Wikipedia looks pretty complete to my eyes. There was also a thorough listing published in the
Roundel in the past year or so to supplement the "common E-codes" overview in the classifieds section every month.
