I've noticed this also. The lights could aim a little higher, still without blinding the oncoming traffic.
However, I don't believe that the lights can be adjusted at all.
OT, A4's Bi-xenons do aim a little higher and light up the road a bit farther. The E90 has better high-beams though, because it uses also the inner H7 bulbs to light up the road.
