Looks like part of the supporting bracket for the pedal assembly(brake pedal/cluch pedal) I could be wrong but the way it's sheared off looks like a stress fracture.
It's tucked up fairly high in the footwell area seen VW's hsve this issue, haven't to be fair seen if it's this a BMW of this age with this issue.
