You can run o2 spacers on the second o2 sensor on the downpipes to pass inspection. On my X5M and M4 I have this setup and I was able to pass inspections in RI. The spacers cost around $15 for two sets. You place two on one sensor and two on the other and you're good. Now if you have a cel already you might have to drive around a bit after you install the spacers for the monitors to turn ready but you should be fine.

Interesting spacers never worked on my M5 still throw error code.... bypass tune helped and i passed inspection and spacers went to garbage lol |
You can check error code. I think it is not about cat efficiency. I installed mini cat. the efficiency error gone but new error code shows rich to lean slow.
