only other things to consider other than the pads would be better brake fluid and if you haven't already installed a better sway bar which is cheap to upgrade and yields the best bang for your buck. I wouldn't worry to much about rotors at this point. No worries about a gov shutdown for now. If you the extra bucks I highly recommend camber plates as well. Drastically reduces the under steer.
