Does this mean it's just FWD unless in specific situations?

Most probably. VW has had exclusive rights to the latest Haldex version for a few generations. Not sure how long that lasts. Haldex v7 puts "more than 10%" of available torque rearward and can transfer 60% to the back under slip and 100% to the front.
V6 was a mechanical version of v7, instead of electronic. V5 is the latest available to non VW Group buyers and is 0% to the rear until slip when it can move up to 50% to the rear.
Ford developed a setup similar to Haldex v7 but a little more aggressive and I believe it had a front LSD in the Focus RS. They still use a version in the small SUVs. Not sure why BMW doesn't develop a similar setup instead of buying off the shelf Haldex setups.
