What do you mean build the car as an X? Like an xDrive car? Or like an X3 m40i?
Are you sure though because the website doesn't let you order the car even as an xDrive car with the 3D View option, but I am pretty sure you get it with the Executive package. I haven't gotten my car yet, but I ticked the box on basically every package and option except the Track Package - wouldn't be too happy to find out I'm missing the 3D surround view option, since according to the ordering guide you can't add it, and the website doesn't allow it.
