However we can pull cars over to ascertain who the driver is, if they have a licence and insurance etc. If having pulled someone over for this reason and we suspect the driver might be intoxicated (slurred speech, smell etc) then we can breathalyse them.

I appreciate there would need to be a change in the law, but having been breath tested once in 30 years, and even that was easily avoidable if I had been driving at a sensible speed, the balance may not be right at the moment.
It just feels like the chance of getting caught drink driving is extremely low currently, so allowing some random testing meaning the average driver gets tested every couple of years, could act as a useful deterrent.
Speed is measured tens of thousands of times more than we are breath tested.
Might need a few more police though...
