I don't think the blob eliminator is a polish - there is nothing abrasive about it. While I'm not a chemical engineer, I think it does something to reduce fresh touch-up paint, thereby bringing down the blob to be even with the surrounding paint. Because you remove the excess paint with the blob eliminator chemical which has been applied to a fine cloth over a smooth plastic card, the paint blob or bump is quickly smoothed out without affecting the surrounding paint in any way. It works in about 10-15 seconds. I can't imagine a polish reducing a cured or partially cured paint bump that quickly.
