Am I understanding that MD state safety inspection looks at those things, and they would not pass the vehicle as a result? If that's the case, the dealer owes you a vehicle that passes your state's inspection, or they need to justify the case that those items are within the manufacturer's guidelines, and shouldn't be a state inspection criteria, at least for those models.
FWIW, the coolant could be contaminated and I'd be concerned as to why. But, there are tests that can be done to verify the freeze protection and the pH, which can be important to long-life.
