Again, you are generalizing tire tread widths. Not all tire manufacturers stick to the correct specified tread numbers. Even your math is somewhat incorrect as the jump in 1/2" does not equal 10mm. The values are wrong, but again, generalization is being used.
Also, your definition of a non-stretched tire is that of an oversized tire.
