The bottom line is that nobody on this forum will be able to fix this situation for you. If you and the seller can't work it out (well within 60 days of the vehicle sale), then contact BMW North America and see what they can do about waiving the seller's signature if you pay the transfer fee. The seller's signature seems like a pointlessly onerous requirement anyway.
